Research Report on Responsible Public Procurement in Türkiye in Post-Disaster Context
This comprehensive study, prepared as part of the B+HR project, delves into the examination of public procurement rules and practices in Türkiye, focusing on whether these regulations encourage responsible business conduct that respects social and environmental considerations. The primary objective of this study is to identify existing gaps and conduct a needs analysis, with the ultimate aim of developing policies and reforming public procurement legislation. These reforms are intended to foster responsible public procurement practices that prioritise social and environmental concerns.
Report meticulously analyses the applicable legislation, policies, existing requirements, and gaps related to social and environmental standards in Türkiye’s public procurement processes. Special attention is given to post-disaster measures, particularly after the earthquakes in February 2023. The study delves deep into understanding the effectiveness of these measures, exploring their impact on responsible business conduct in the wake of natural disasters. By critically evaluating the post-disaster public procurement practices, this report sheds light on the successes and challenges faced. Moreover, it identifies areas where further reforms are necessary to align public procurement practices with responsible social and environmental conduct.
